The Green Paper is one stage in the consultation process launched by the Commission on the future of ACPEU relations and in the related debate between all those bodies involved in development. It aims to raise awareness of the need for an effective EU cooperation policy towards ACP countries and sets out the main issues on which the Union will have to decide before starting negotiations with the ACP. The Paper does not claim to be authoritative or exhaustive, it simply outlines a number of different ways forward.

In publishing the Paper, the Commission is inviting all those concerned to examine the options and arguments presented and to give their reactions and suggestions. The Commission will continue to stimulate the debate through meetings and seminars. Feedback can also be sent in writing to the Directorate General for Development:
